October 27, 2004 Meeting Minutes First topic of discussion was protocol for speaking on behalf of the Conservancy. To speak as a representative of the Hilltop Conservancy one must first get permission from the Conservancy. All official decisions should be made at the monthly meetings. With no official boundaries as of yet it is tough for many to speak about different issues. Let’s avoid potential problems by not communicating beyond our scope. Decisions should be made with the whole group. If issues arise that need immediate attention let’s utilize e-mail and phones to contact the group. Second topic talked about was trail access. A trail system with proposed access points was mapped out and superimposed on a planning board map showing future development. The trail system has eight proposed access points to enter the reservation (two in Verona, two in Cedar Grove and four in N.Caldwell). The group discussed how to obtain all these access points. Letters will be drafted up to plead the Conservancy’s case to the surrounding towns letting them know our concerns regarding access into the reservation. Access is critical for the Hilltop or this area just becomes a private park for the surrounding residents. The Conservancy discussed upcoming events which includes a family bike ride (Nov 6th), Fair in the Square (Dec 4th), a trail cutting day (Nov 20th) and a winter hik e(Jan 15th). Having events brings more people and gives more exposure to the Hilltop. Miscellaneous items: The status of the Hilltop Conservancy with the county is a future agenda item. We have a standard agreement in place but some changes were going to be made. We do know that the ECIA has not passed title of land to county as of yet. A report on the new water tower shows a very detailed landscaping design that will surround the tower. This should make it a little more bearable to look at when directly next to it. Nominations for 2005 Executive Committee were talked about. Anyone interested in nominating someone or volunteering themselves please do so at the next meeting.
